Similar to D145791: most call sites need a SmallString, but have to provide a raw_svector_ostream wrapper with unneeded abstraction and overhead:
raw_ostream::write =(inlinable)=> flush_tied_then_write (unneeded TiedStream check) =(virtual function call)=> raw_svector_ostream::write_impl ==> SmallVector append(ItTy in_start, ItTy in_end) (range; less efficient then push_back).
Just use SmallVectorImpl to simplify and optimize code. Unfortunately most call sites use SmallString, so we have to use SmallVectorImpl<char> instead of <uint8_t> to avoid large refactoring.

Basically NFC: A TEST/TEST_F/etc that bails out early (usually because setup failed or some other runtime condition wasn't met) generally should use GTEST_SKIP() to report its status correctly, unless it takes steps to report another status (e.g., FAIL()).
I did see a handful of tests show up as SKIPPED after this change, which is not unexpected. The status seemed appropriate in all the new cases.

This untangles the MCContext and the MCObjectFileInfo. There is a circular dependency between MCContext and MCObjectFileInfo. Currently this dependency also exists during construction: You can't contruct a MOFI without a MCContext without constructing the MCContext with a dummy version of that MOFI first. This removes this dependency during construction. In a perfect world, MCObjectFileInfo wouldn't depend on MCContext at all, but only be stored in the MCContext, like other MC information. This is future work.
This also shifts/adds more information to the MCContext making it more available to the different targets. Namely:
- TargetTriple - ObjectFileType - SubtargetInfo

Update the file headers across all of the LLVM projects in the monorepo to reflect the new license.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

Re-sort #include lines for unittests. This uses a slightly modified clang-format (https://reviews.llvm.org/D33932) to keep primary headers at the top and handle new utility headers like 'gmock' consistently with other utility headers.
No other change was made. I did no manual edits, all of this is clang-format.
This should allow other changes to have more clear and focused diffs, and is especially motivated by moving some headers into more focused libraries.

With poorly chosen custom parameters, the line table encoding logic would sometimes end up generating a special opcode bigger than 255, which is wrong. The set of default parameters that LLVM uses isn't subject to this bug.
When carefully chosing the line table parameters, it's impossible to fall into the corner case that this patch fixes. The standard however doesn't require that these parameters be carefully chosen. And even if it did, we shouldn't generate broken encoding.
Add a unittest for this specific encoding bug, and while at it, create some unit tests for the encoding logic using different sets of parameters.
