Reapply [ValueLattice] Fix getCompare() for undef values
Relative to the previous attempt, this also updates the ValueLattice unit tests.
-----
Resolve the TODO about incorrect getCompare() behavior. This can be made more precise (e.g. by materializing the undef value and performing constant folding on it), but for now just return an unknown result to fix the correctness issue.
This should be NFC in terms of user-visible behavior, because the only user of this method (SCCP) was already guarding against UndefValue results.

[ValueLattice] Update markConstantRange to return false equal ranges.
Currently we always return true, when markConstantRange is used on an object already containing a constant range. If NewR is equal to the existing constant range however, nothing changes and we should return false.
I also went ahead and added a clarifying comment and improved the assertion.

Update the file headers across all of the LLVM projects in the monorepo to reflect the new license.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

[IPSCCP] Add getCompare which returns either true, false, undef or null.
getCompare returns true, false or undef constants if the comparison can be evaluated, or nullptr if it cannot. This is in line with what ConstantExpr::getCompare returns. It also allows us to use ConstantExpr::getCompare for comparing constants.
