of what the tokenizer considers an Identifier - but I'm not
very well versed in the RC syntax either, can @amccarth think of
any case that would be broken by this?

This fixes downstream bug
https://github.com/msys2/MINGW-packages/issues/9180.

Additionally, rc.exe allows such resource name strings to be surrounded
by quotes, ending up with e.g.

Resource name (string): "QUOTEDNAME"

(i.e., the quotes end up as part of the string), which llvm-rc doesn't
support yet either. (I'm not aware of such cases in the wild though,
but resource string names with dashes do exist.)

This also allows including files with unquoted paths, with filenames
containing dashes (which fixes
https://github.com/msys2/MINGW-packages/issues/9130, which has been
worked around differently so far).

std::isspace -> llvm::isSpace (where locale should be ignored)

I've left out some cases where I wasn't totally sure this was right or
whether the include was ok (compiler-rt) or idiomatic (flang).

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

This allows the escape sequences (\a, \n, \r, \t, \\, \x[0-9a-f]*,
\[0-7]*, "") to appear in .rc scripts. These are parsed and output in
the same way as it's done in original MS implementation.

The way these sequences are processed depends on the type of the
resource it resides in, and on whether the user declared the string to
be "wide" or "narrow".

I tried to maintain the maximum compatibility with the original tool
(and fail in some erroneous situations that are accepted by .rc).
However, there are some (extremely rare) cases where Microsoft tool
outputs nonsense. I found it infeasible to detect such casses.
