This moves the combine of fdiv by constant to fmul out of an
'if (Options.UnsafeFPMath || Flags.hasAllowReciprocal()'

This moves the combine of fdiv by constant to fmul out of an
'if (Options.UnsafeFPMath || Flags.hasAllowReciprocal()' block,
so that it triggers if the divide is exact. An extra check for
Recip.isDenormal() is added as multiple places make reference
to it being unsafe or slow on certain platforms.

[AMDGPU,test] Change llc -march= to -mtriple= (#75982)

Similar to 806761a7629df268c8aed49657aeccffa6bca449.

For IR files without a target triple, -mtriple= specifies the full
target triple while

Similar to 806761a7629df268c8aed49657aeccffa6bca449.

For IR files without a target triple, -mtriple= specifies the full
target triple while -march= merely sets the architecture part of the
default target triple, leaving a target triple which may not make sense,
e.g. amdgpu-apple-darwin.

Therefore, -march= is error-prone and not recommended for tests without
a target triple. The issue has been benign as we recognize
$unknown-apple-darwin as ELF instead of rejecting it outrightly.

This patch changes AMDGPU tests to not rely on the default
OS/environment components. Tests that need fixes are not changed:

AMDGPU: Add a pass to rewrite certain undef in PHI

divergence analysis will report %phi as uniform to help optimal code

divergence analysis will report %phi as uniform to help optimal code
generation.

In the backend, %phi and %uniform will be assigned a scalar register.
But the %undef from %then will make the scalar register dead in %then.
This will likely cause the register being over-written in %then. To fix
the issue, we will rewrite %undef as %uniform. For details, please refer
the comment in AMDGPURewriteUndefForPHI.cpp. Currently there is no test
changes shown, but this is mandatory for later changes.
