Added '-print-pipeline-passes' printing of parameters for those passes declared with *_WITH_PARAMS macro in PassRegistry.def.
Note that it only prints the parameters declared inside *_WITH_PARAMS as in a few cases there appear to be additional parameters not parsable.
The following passes are now covered (i.e. all of those with *_WITH_PARAMS in PassRegistry.def).

Add an assert in getAnalysisID to make sure no other changed status is missed - according to validation this was the only one.

Sink all InitializePasses.h includes
This file lists every pass in LLVM, and is included by Pass.h, which is very popular. Every time we add, remove, or rename a pass in LLVM, it caused lots of recompilation.
I found this fact by looking at this table, which is sorted by the number of times a file was changed over the last 100,000 git commits multiplied by the number of object files that depend on it in the current checkout: recompiles touches affected_files header 342380 95 3604 llvm/include/llvm/ADT/STLExtras.h 314730 234 1345 llvm/include/llvm/InitializePasses.h 307036 118 2602 llvm/include/llvm/ADT/APInt.h 213049 59 3611 llvm/include/llvm/Support/MathExtras.h 170422 47 3626 llvm/include/llvm/Support/Compiler.h 162225 45 3605 llvm/include/llvm/ADT/Optional.h 158319 63 2513 llvm/include/llvm/ADT/Triple.h 140322 39 3598 llvm/include/llvm/ADT/StringRef.h 137647 59 2333 llvm/include/llvm/Support/Error.h 131619 73 1803 llvm/include/llvm/Support/FileSystem.h
Before this change, touching InitializePasses.h would cause 1345 files to recompile. After this change, touching it only causes 550 compiles in an incremental rebuild.

[CodeExtractor] Factor out and reuse shrinkwrap analysis
Factor out CodeExtractor's analysis of allocas (for shrinkwrapping purposes), and allow the analysis to be reused.
This resolves a quadratic compile-time bug observed when compiling AMDGPUDisassembler.cpp.o.
Pre-patch (Release + LTO clang):
``` ---User Time--- --System Time-- --User+System-- ---Wall Time--- --- Name --- 176.5278 ( 57.8%) 0.4915 ( 18.5%) 177.0192 ( 57.4%) 177.4112 ( 57.3%) Hot Cold Splitting ```
Post-patch (ReleaseAsserts clang):
``` ---User Time--- --System Time-- --User+System-- ---Wall Time--- --- Name --- 1.4051 ( 3.3%) 0.0079 ( 0.3%) 1.4129 ( 3.2%) 1.4129 ( 3.2%) Hot Cold Splitting ```
Testing: check-llvm, and comparing the AMDGPUDisassembler.cpp.o binary pre- vs. post-patch.
An alternate approach is to hide CodeExtractorAnalysisCache from clients of CodeExtractor, and to recompute the analysis from scratch inside of CodeExtractor::extractCodeRegion(). This eliminates some redundant work in the shrinkwrapping legality check. However, some clients continue to exhibit O(n^2) compile time behavior as computing the analysis is O(n).

[CodeExtractor] Update function's assumption cache after extracting blocks from it
Summary: Assumption cache's self-updating mechanism does not correctly handle the case when blocks are extracted from the function by the CodeExtractor. As a result function's assumption cache may have stale references to the llvm.assume calls that were moved to the outlined function. This patch fixes this problem by removing extracted llvm.assume calls from the function’s assumption cache.

Update the file headers across all of the LLVM projects in the monorepo to reflect the new license.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

[TI removal] Make variables declared as `TerminatorInst` and initialized by `getTerminator()` calls instead be declared as `Instruction`.
This is the biggest remaining chunk of the usage of `getTerminator()` that insists on the narrow type and so is an easy batch of updates. Several files saw more extensive updates where this would cascade to requiring API updates within the file to use `Instruction` instead of `TerminatorInst`. All of these were trivial in nature (pervasively using `Instruction` instead just worked).

Summary: See comment for why I think this is a good idea.
This change also:
- Removes an SCEV test case. The SCEV test was not testing anything useful (most of it was `#if 0` ed out) and it would need to be updated to deal with a private ~Loop::Loop. - Updates the loop pass manager test case to deal with a private ~Loop::Loop. - Renames markAsRemoved to markAsErased to contrast with removeLoop, via the usual remove vs. erase idiom we already have for instructions and basic blocks.

Sort the remaining #include lines in include/... and lib/....
I did this a long time ago with a janky python script, but now clang-format has built-in support for this. I fed clang-format every line with a #include and let it re-sort things according to the precise LLVM rules for include ordering baked into clang-format these days.
I've reverted a number of files where the results of sorting includes isn't healthy. Either places where we have legacy code relying on particular include ordering (where possible, I'll fix these separately) or where we have particular formatting around #include lines that I didn't want to disturb in this patch.
This patch is *entirely* mechanical. If you get merge conflicts or anything, just ignore the changes in this patch and run clang-format over your #include lines in the files.
Sorry for any noise here, but it is important to keep these things stable. I was seeing an increasing number of patches with irrelevant re-ordering of #include lines because clang-format was used. This patch at least isolates that churn, makes it easy to skip when resolving conflicts, and gets us to a clean baseline (again).

Initial implementation of optimization bisect support.
This patch implements a optimization bisect feature, which will allow optimizations to be selectively disabled at compile time in order to track down test failures that are caused by incorrect optimizations.
The bisection is enabled using a new command line option (-opt-bisect-limit). Individual passes that may be skipped call the OptBisect object (via an LLVMContext) to see if they should be skipped based on the bisect limit. A finer level of control (disabling individual transformations) can be managed through an addition OptBisect method, but this is not yet used.
The skip checking in this implementation is based on (and replaces) the skipOptnoneFunction check. Where that check was being called, a new call has been inserted in its place which checks the bisect limit and the optnone attribute. A new function call has been added for module and SCC passes that behaves in a similar way.

LoopInfo: Simplify ownership of Loop objects
It's strange that LoopInfo mostly owns the Loop objects, but that it defers deleting them to the loop pass manager. Instead, change the oddly named "updateUnloop" to "markAsRemoved" and have it queue the Loop object for deletion. We can't delete the Loop immediately when we remove it, since we need its pointer identity still, so we'll mark the object as "invalid" so that clients can see what's going on.

LPM: Make callers of LPM.deleteLoopFromQueue update LoopInfo directly. NFC
As of r255720, the loop pass manager will DTRT when passes update the loop info for removed loops, so they no longer need to reach into LPPassManager APIs to do this kind of transformation. This change very nearly removes the need for the LPPassManager to even be passed into loop passes - the only remaining pass that uses the LPM argument is LoopUnswitch.
