[X86] Fix RTTI proxy emission for 32-bit (#78622)

32-bit x86 doesn't have an appropriate relocation type we can use to
elide the RTTI proxies, so we need to emit them. This would previously
cause crashes when using the relative vtable ABI for 32-bit x86.

[llvm] Support indirect symbol replacement with GOTPCREL for x86_64 ELF (#67754)

There's an existing check in LLVM that can replace an offset to a
DSO-local symbol that is just a pointer to another symbol with a
GOTPCREL reloc. This is exactly what the RTTI proxy in the relative
vtables ABI is. This feature is supported for different macho platforms,
but not for ELF. This extends that support.

[MachO][TLOF] Use hasLocalLinkage to determine if indirect symbol is local

Local symbols in the indirect symbol table contain the value
`INDIRECT_SYMBOL_LOCAL` and the corresponding __pointers entry must
contain the address of the target.

In r349060, I added support for local symbols in the indirect symbol
table, which was checking if the symbol `isDefined` && `!isExternal` to
determine if the symbol is local or not.

It turns out that `isDefined` will return false if the user of the
symbol comes before its definition, and we'll again generate .long 0
which will be the symbol at the adress 0x0.

Instead of doing that, use GlobalValue::hasLocalLinkage() to check if
the symbol is local.

Update the file headers across all of the LLVM projects in the monorepo
to reflect the new license.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

CodeGen: Use PLT relocations for relative references to unnamed_addr functions.

The relative vtable ABI (PR26723) needs PLT relocations to refer to virtual
functions defined in other DSOs. The unnamed_addr attribute means that the
function's address is not significant, so we're allowed to substitute it
with the address of a PLT entry.

Also includes a bonus feature: addends for COFF image-relative references.

[X86] Use the correct alignment for COMDAT constant pool entries

COFF doesn't have sections with mergeable contents. Instead, each
constant pool entry ends up in a COMDAT section. The linker, when
choosing between COMDAT sections, doesn't choose the max alignment of
the two sections. You just get whatever alignment was on the section.

If one constant needed a higher alignment in one object file from
another one, then we will get into trouble if the linker chooses the
lower alignment one.

Instead, lets promote the alignment of the constant pool entry to make
sure we don't use an under aligned constant with an instruction which
assumed otherwise.

This fixes PR26680.
