[AArch64][SVE] Use more flag-setting instructions
If OP in PTEST(PG, OP(PG, ...)) has a flag-setting variant change the opcode so the PTEST becomes redundant. This patch extends this existing optimization in AArch64::optimizePTestInstr to cover all flag-setting opcodes.

[aarch64] Apply llvm-prefer-register-over-unsigned from clang-tidy to LLVM
Summary: This clang-tidy check is looking for unsigned integer variables whose initializer starts with an implicit cast from llvm::Register and changes the type of the variable to llvm::Register (dropping the llvm:: where possible).
Manual fixups in: AArch64InstrInfo.cpp - genFusedMultiply() now takes a Register* instead of unsigned* AArch64LoadStoreOptimizer.cpp - Ternary operator was ambiguous between Register/MCRegister. Settled on Register

Update the file headers across all of the LLVM projects in the monorepo to reflect the new license.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

Rename DEBUG macro to LLVM_DEBUG. The DEBUG() macro is very generic so it might clash with other projects. The renaming was done as follows: - git grep -l 'DEBUG' | xargs sed -i 's/\bDEBUG\s\?(/LLVM_DEBUG(/g' - git diff -U0 master | ../clang/tools/clang-format/clang-format-diff.py -i -p1 -style LLVM - Manual change to APInt - Manually chage DOCS as regex doesn't match it.
In the transition period the DEBUG() macro is still present and aliased to the LLVM_DEBUG() one.

[AArch64] Prefer Bcc to CBZ/CBNZ/TBZ/TBNZ when NZCV flags can be set for "free".
This patch contains a pass that transforms CBZ/CBNZ/TBZ/TBNZ instructions into a conditional branch (Bcc), when the NZCV flags can be set for "free". This is preferred on targets that have more flexibility when scheduling Bcc instructions as compared to CBZ/CBNZ/TBZ/TBNZ (assuming all other variables are equal). This can reduce register pressure and is also the default behavior for GCC.
A few examples:
add w8, w0, w1 -> cmn w0, w1 ; CMN is an alias of ADDS. cbz w8, .LBB_2 -> b.eq .LBB0_2 ; single def/use of w8 removed.
add w8, w0, w1 -> adds w8, w0, w1 ; w8 has multiple uses. cbz w8, .LBB1_2 -> b.eq .LBB1_2
sub w8, w0, w1 -> subs w8, w0, w1 ; w8 has multiple uses. tbz w8, #31, .LBB6_2 -> b.ge .LBB6_2
In looking at all current sub-target machine descriptions, this transformation appears to be either positive or neutral.
