Emit the CodeView `S_ARMSWITCHTABLE` debug symbol for jump tables

The CodeView `S_ARMSWITCHTABLE` debug symbol is used to describe the layout of a jump table, it contains the following information:

* The address of the branch instruction that uses the jump table.
* The address of the jump table.
* The "base" address that the values in the jump table are relative to.
* The type of each entry (absolute pointer, a relative integer, a relative integer that is shifted).

Together this information can be used by debuggers and binary analysis tools to understand what an jump table indirect branch is doing and where it might jump to.

Documentation for the symbol can be found in the Microsoft PDB library dumper: https://github.com/microsoft/microsoft-pdb/blob/0fe89a942f9a0f8e061213313e438884f4c9b876/cvdump/dumpsym7.cpp#L5518

This change adds support to LLVM to emit the `S_ARMSWITCHTABLE` debug symbol as well as to dump it out (for testing purposes).

[llvm-lib] [llvm-readobj] [llvm-cvtres] Add Support for ARM64X object files.

Similar to D125411, but for ARM64X.

ARM64X PE binaries are hybrids containing both ARM64EC and pure ARM64
variants in one file. They are usually linked by passing separate
ARM64EC and ARM64 object files to linker. Linked binaries use ARM64
machine and contain additional CHPE metadata in their load config.
CHPE metadata support is not part of this patch, I plan to send that later.

Using ARM64X as a machine type of object files themselves is somewhat
ambiguous, but such files are allowed by MSVC. It treats them as ARM64
or ARM64EC object, depending on the context. Such objects can be
produced with cvtres.exe -machine:arm64x.

[COFF, ARM64] Add CodeView register mapping

CodeView has its own register map which is defined in cvconst.h. Missing this
mapping before saving register to CodeView causes debugger to show incorrect
value for all register based variables, like variables in register and local
variables addressed by register (stack pointer + offset).

This change added mapping between LLVM register and CodeView register so the
correct register number will be stored to CodeView/PDB, it aso fixed the
mapping from CodeView register number to register name based on current
CPUType but print PDB to yaml still assumes X86 CPU and needs to be fixed.

Update the file headers across all of the LLVM projects in the monorepo
to reflect the new license.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

Fix uninitialized read error reported by MSAN.

The problem was that our Obj -> Yaml dumper had not been taught
to handle certain types of records. This meant that when I
generated the test input files, the records were still there but
none of its fields were filled out. So when it did the
Yaml -> Obj conversion as part of the test, it generated records
with garbage in them.

The patch here fixes the Obj <-> Yaml converter, and additionally
updates the test file with fresh Yaml generated by the fixed
converter.

[YAML] Add support for non-printable characters

LLVM IR function names which disable mangling start with '\01'

When an identifier like "\01@abc@" gets dumped to MIR, it is quoted, but
only with single quotes.

"The allowed character range explicitly excludes the C0 control block

http://www.yaml.org/spec/1.2/spec.html#id2776092:

"All non-printable characters must be escaped.
[...]
Note that escape sequences are only interpreted in double-quoted scalars."

This patch adds support for printing escaped non-printable characters
between double quotes if needed.
