code. Reformatting is done with `black` (23.1.0).
If you end up having problems merging this commit because you have made
changes to a python file, the best way to handle that is to run `git
checkout --ours <yourfile>` and then reformat it with black.

[lldb][gui] do not show the help window on first gui startup
It's rather annoying if it's there after every startup,
and that 'Help (F6)' at the top should be enough to help people
who don't know.

Following tests have been failing randomly on LLDB Arm and AArch64 Linux

I have increased allocated CPU resources to these bots but it has not
improved situation to an acceptable level. This patch marks them as
skipped on Arm/AArch64 for now.
