[libc++abi] Overhaul test_exception_storage.pass.cpp
I'm making a change in this area (https://reviews.llvm.org/D138461), so update the test: * Add proper synchronization instead of a sleep. * Avoid some unnecessary size_t casts. * Spawn the number of hardware threads instead of 10. * Check that `__cxa_get_globals` and `__cxa_get_globals_fast` return the same values. * Split the test in with-threads and without-threads tests to simplify the code.

[libc++] Revert "Protect users from relying on detail headers" & related changes
This commit reverts 5aaefa51 (and also partly 7f285f48e77 and b6d75682f9, which were related to the original commit). As landed, 5aaefa51 had unintended consequences on some downstream bots and didn't have proper coverage upstream due to a few subtle things. Implementing this is something we should do in libc++, however we'll first need to address a few issues listed in https://reviews.llvm.org/D106124#3349710.

[libcxx][modules] protects users from relying on detail headers
libc++ has started splicing standard library headers into much more fine-grained content for maintainability. It's very likely that outdated and naive tooling (some of which is outside of LLVM's scope) will suggest users include things such as <__ranges/access.h> instead of <ranges>, and Hyrum's law suggests that users will eventually begin to rely on this without the help of tooling. As such, this commit intends to protect users from themselves, by making it a hard error for anyone outside of the standard library to include libc++ detail headers.

[runtimes] Remove support for GCC-style 32 bit multilib builds
This patch removes the ability to build the runtimes in the 32 bit multilib configuration, i.e. using -m32. Instead of doing this, one should cross-compile the runtimes for the appropriate target triple, like we do for all other triples.
As it stands, -m32 has several issues, which all seem to be related to the fact that it's not well supported by the operating systems that libc++ support. The simplest path towards fixing this is to remove support for the configuration, which is also the best course of action if there is little interest for keeping that configuration. If there is a desire to keep this configuration around, we'll need to do some work to figure out the underlying issues and fix them.

[libcxxabi] Fix NO_THREADS version of test_exception_storage.pass.cpp
`thread_code` returns param, which for NO_THREADS is going to be `&thread_globals`. Thus, the return value will never be null. The test was probably meant to check if `*thread_code(&thread_globals) == 0`. However, to avoid the extra cast, and to bring the NO_THREADS version more in line with the regular version of the test, this changes it to check if thread_globals == 0 directly.

[libc++] Temporarily mark tests as UNSUPPORTED to get the CI green
After recent changes to the Docker image, all hell broke loose and the CI started failing. This patch marks a few tests as unsupported until we can figure out what the issues are and fix them.
In the future, it would be ideal if the nodes could pick up the Dockerfile present in the revision being tested, which would allow us to test changes to the Dockerfile in the CI, like we do for all other code changes.

[libc++/abi] Clean up uses of <iostream> in the test suite
We used <iostream> in several places where we don't actually need the full power of <iostream>, and where using basic `std::printf` is enough. This is better, since `std::printf` can be supported on systems that don't have a notion of locales, while <iostream> can't.

Update more file headers across all of the LLVM projects in the monorepo to reflect the new license. These used slightly different spellings that defeated my regular expressions.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

Move _LIBCPP_ENABLE_CXX17_REMOVED_UNEXPECTED_FUNCTIONS macro to build system
_LIBCPP_ENABLE_CXX17_REMOVED_UNEXPECTED_FUNCTIONS is currently used to bring back std::unexpected, which is removed in C++17, but still needed for libc++abi for backward compatibility.
This macro used to define in cxa_exception.cpp only, but actually needed for all sources that touches exceptions. So, a build-system-level macro is better fit to define this macro.
