[RemoveDIs] Print IR with debug records by default (#91724)
This patch makes the final major change of the RemoveDIs project, changing the
default IR output from debug intrinsics to debug records.

This patch makes the final major change of the RemoveDIs project, changing the
default IR output from debug intrinsics to debug records. This is expected to
break a large number of tests: every single one that tests for uses or
declarations of debug intrinsics and does not explicitly disable writing
records.
If this patch has broken your downstream tests (or upstream tests on a
configuration I wasn't able to run):
1. If you need to immediately unblock a build, pass
`--write-experimental-debuginfo=false` to LLVM's option processing for all
failing tests (remember to use `-mllvm` for clang/flang to forward arguments to
LLVM).
2. For most test failures, the changes are trivial and mechanical, enough that
they can be done by script; see the migration guide for a guide on how to do
this: https://llvm.org/docs/RemoveDIsDebugInfo.html#test-updates
3. If any tests fail for reasons other than FileCheck check lines that need
updating, such as assertion failures, that is most likely a real bug with this
patch and should be reported as such.

A significant number of our tests in C accidentally use functions without prototypes. This patch converts the function signatures to have a prototype for the situations where the test is not specific to K&R C declarations. e.g.,
void func();
becomes
void func(void);
This is the tenth batch of tests being updated (there are a significant number of other tests left to be updated).

[DebugInfo] Fix DWARF expressions for __block vars that are not on the heap
`__block` variables used to be always stored on the head instead of stack. D51564 allowed `__block` variables to the stored on the stack like normal variablesif they not captured by any escaping block, but the debug-info generation code wasn't made aware of it so we still unconditionally emit DWARF expressions pointing to the heap.
This patch makes CGDebugInfo use the `EscapingByref` introduced in D51564 that tracks whether the `__block` variable is actually on the heap. If it's stored on the stack instead we just use the debug info we would generate for normal variables instead.
