[clangd] Clean up unused includes. NFCI
Add includes where needed to fix build. Haven't systematically added used headers, so there is still accidental dependency on transitive includes.

Move endian constant from Host.h to SwapByteOrder.h, prune include
Works on this dependency chain: ArrayRef.h -> Hashing.h -> --CUT-- Host.h -> StringMap.h / StringRef.h
ArrayRef is very popular, but Host.h is rarely needed. Move the IsBigEndianHost constant to SwapByteOrder.h. Clients of that header are more likely to need it.

Update the file headers across all of the LLVM projects in the monorepo to reflect the new license.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

[clangd] NFC: Document URIDistance
`URIDistance` constructor should mention that `Sources` must contain *absolute paths*, not URIs. This is not very clear when looking at the interface, especially given that `distance(...)` accepts `URI`, not an absolute path which can give the wrong impression.

This patch introduces `PathURI` Search Token kind and utilizes it to uprank symbols which are defined in files with small distance to the directory where the fuzzy find request is coming from (e.g. files user is editing).

[clangd] Incorporate transitive #includes into code complete proximity scoring.
Summary: We now compute a distance from the main file to the symbol header, which is a weighted count of: - some number of #include traversals from source file --> included file - some number of FS traversals from file --> parent directory - some number of FS traversals from parent directory --> child file/dir This calculation is performed in the appropriate URI scheme.
This means we'll get some proximity boost from header files in main-file contexts, even when these are in different directory trees.
This extended file proximity model is not yet incorporated in the index interface/implementation.
