Move location of __rte_aligned(a) to new conventional location. The new placement between {struct,union} and the tag allows the desired alignment to be imparted on the type regardless of the toolchain being used for both C and C++. Additionally, it avoids confusion by Doxygen when generating documentation.

examples/qos_sched: fix buffer overflow on mbuf free
When running the qos_sched app with separated worker and Tx threads, the app would seg-fault after a short time of handling packets. The root cause of this turns out to be an incorrect array index when freeing unsent packets post-Tx. Rather than freeing packets using the "nb_tx" value i.e. where transmission failed, the function was freeing packets using the "nb_pkts" value, i.e. going beyond the number of packets previously received into the buffer.

Since the qos_sched app does batch dequeues from the QoS block, there is little point in trying to batch further in the app - just send out the full burst of packets that were received from the QoS block. With modern CPUs and write-combining doorbells, the cost of doing smaller TX's is reduced anyway for the worst case.

mbuf: implement generic format for sched field
This patch implements the changes proposed in the deprecation notes [1][2].
librte_mbuf changes: The mbuf->hash.sched field is updated to support generic definition in line with the ethdev traffic manager and meter APIs. The new generic format contains: queue ID, traffic class, color.
Added public APIs to set and get these new fields to and from mbuf.
librte_sched changes: In addtion, following API functions of the sched library have been modified with an additional parameter of type struct rte_sched_port to accommodate the changes made to mbuf sched field. (i)rte_sched_port_pkt_write() (ii) rte_sched_port_pkt_read_tree_path()
librte_pipeline, qos_sched UT, qos_sched app are updated to make use of new changes.
Also mbuf->hash.txadapter has been added for eventdev txq, rte_event_eth_tx_adapter_txq_set and rte_event_eth_tx_adapter_txq_get() are updated to use mbuf->hash.txadapter.txq.
doc: Release notes updated. Removed deprecation notice for mbuf->hash.sched and sched API.

It can also be used to implement watermark functionality in apps, replacing the older functionality with a more flexible version, which enables apps to implement multiple watermark thresholds, rather than just one.

Change that to make them consistent with the burst functions in returning the number of elements enqueued/dequeued, i.e. 0 or N. This change also allows the return value from enq/deq to be used directly without a branch for error checking.

The app_worker_thread() and app_mixed_thread() use rte_ring_sc_dequeue_bulk to dequeue packets from the ring and this imposes restriction on number of packets in software ring to be greater than the specified value to start actual dequeue operation, thus, adds latency to those packets. Therefore, rte_ring_sc_dequeue_bulk is replaced with rte_ring_sc_dequeue_burst.
