examples/flow_filtering: introduce use cases snippets

These code snippets demonstrate rule creation using

They include functions that enable developers to create rule

examples/flow_filtering: introduce use cases snippets

These code snippets demonstrate rule creation using
template and non-template APIs.
They include functions that enable developers to create rules.
The purpose of providing these snippets is to allow developers
to reuse them, thereby saving time and effort during the
implementation of flow rules.

The code snippets are categorized based on their usage and can be copied,
paste and modified to suit any requirements.
The snippets provided here are kept up to date and are being compiled
along with the rest of the examples.

There is a skeleton that demonstrates rule creation
using both template and non template APIs.

Developers can change the functions in the skeleton to the corresponding
snippet functions with the appropriate suffix and create rules using the
snippets themselves for easy testing. Each snippet has the same functions
to implement the actions and patterns for the corresponding feature.

As announced in the deprecation note, remove the Rx offload flag
'RTE_ETH_RX_OFFLOAD_HEADER_SPLIT' and 'split_hdr_size' field from
the structure 'rte_eth_rxmode'. Meanwhile, the place where the examples
and apps initialize the 'split_hdr_size' field, and where the drivers
check if the 'split_hdr_size' value is 0 are also removed.

User can still use `RTE_ETH_RX_OFFLOAD_BUFFER_SPLIT` for per-queue packet
split offload, which is configured by 'rte_eth_rxseg_split'.

Currently the sample app user guides use hard coded code snippets,
this patch changes these to use literalinclude which will dynamically
update the snippets as changes are made to the code.
This was introduced in commit 413c75c33c40 ("doc: show how to include
code in guides"). Comments within the sample apps were updated to
accommodate this as part of this patch. This will help to ensure that
the code within the sample app user guides is up to date and not out
of sync with the actual code.

Users of <rte_ip.h> relied on it to provide IP-related defines,
like IPPROTO_* constants, but still had to include POSIX headers
for inet_pton() and other standard IP-related facilities.

Extend <rte_ip.h> so that it is a single header to gain access
to IP-related facilities on any OS. Use it to replace POSIX includes
in components enabled on Windows. Move missing constants from Windows
networking shim to OS shim header and include it where needed.

Remove Windows networking shim that is no longer needed.

For reminder, the main concepts in the new API were:
- All offloads are disabled by default
- Distinction between per port and per queue offloads.

The transition bits are now removed:
- Translation of the old API in ethdev
- rte_eth_conf.rxmode.ignore_offload_bitfield
- ETH_TXQ_FLAGS_IGNORE

The old API bits are now removed:
- Rx per-port rte_eth_conf.rxmode.[bit-fields]
- Tx per-queue rte_eth_txconf.txq_flags

- no hotplug, i.e. ports are never detached
- all allocated ports are available to the application

Such application iterates over ports by its own mean.
The most common pattern is to request the port count and
assume ports with index in the range [0..count[ can be used.

In order to fix this common mistake in all external applications,
