Currently, the PMD decides if the tunneling offload
can enable VXLAN/GRE/GENEVE tunneled TSO support by checking
config->tunnel_en (single bit) and config->tso.

Currently, the PMD decides if the tunneling offload
can enable VXLAN/GRE/GENEVE tunneled TSO support by checking
config->tunnel_en (single bit) and config->tso.

This is incorrect, the right way is to check the following
flags returned by the mlx5dv_query_device function:

MLX5DV_RAW_PACKET_CAP_TUNNELED_OFFLOAD_VXLAN - if supported the offload
DEV_TX_OFFLOAD_VXLAN_TNL_TSO can be enabled.
MLX5DV_RAW_PACKET_CAP_TUNNELED_OFFLOAD_GRE - if supported the offload
DEV_TX_OFFLOAD_GRE_TNL_TSO can be enabled.
MLX5DV_RAW_PACKET_CAP_TUNNELED_OFFLOAD_GENEVE - if supported the offload
DEV_TX_OFFLOAD_GENEVE_TNL_TSO can be enabled.

The fix enables the offloads according to the correct
flags returned by the kernel.

Currently, the PMD decides if the software parsing
offload can enable outer IPv4 checksum and tunneled
TSO support by checking config->hw_csum and config->tso
respectively.

This is incorrect, the right way is to check the following
flags returned by the mlx5dv_query_device function:

MLX5DV_SW_PARSING - check general swp support.
MLX5DV_SW_PARSING_CSUM - check swp checksum support.
MLX5DV_SW_PARSING_LSO - check swp LSO/TSO support.

The fix enables the offloads according to the correct
flags returned by the kernel.

Modify API mlx5_flow_dev_dump to support the feature.
Modify mlx5_socket since one extra arg flow_ptr is added.

The data structure sent to DPDK application from the utility triggering
the flow dumps should be packed and endianness must be specified.
The native host endianness can be used, all exchange happens within
the same host (we use sendmsg aux data and share the file handle,
remote approach is not applicable, no inter-host communication happens).

The message structure to dump one/all flow(s):
struct mlx5_flow_dump_req {
uint32_t port_id;
uint64_t flow_ptr;
} __rte_packed;

If flow_ptr is 0, all flows for the specified port will be dumped.

common/mlx5: move some getter functions from net driver

Getter functions such as: 'mlx5_os_get_ctx_device_name',
'mlx5_os_get_ctx_device_path', 'mlx5_os_get_dev_device_name',
'mlx5_os_get_umem_id' are implemented under net directory. To enable
additional devices (e.g. regex, vdpa) to access these getter functions
they are moved under common directory.

As part of this commit string sizes DEV_SYSFS_NAME_MAX and
DEV_SYSFS_PATH_MAX are increased by 1 to make sure that the destination
string size in strncpy() function is bigger than the source string size.
This update will avoid GCC version 8 error -Werror=stringop-truncation.
