libc - Correct handling of non-hex sequences in strtol*() and related
* The standard clarifies that non-hex sequences such as "0xy"
should return 0 and a pointer to "xy". Ours was returning
0 a

0 and a pointer to "y". Fixed.
* Unlikely to be any net effect on code other than improved
standards conformity.

Sweep-fix comparing pointers with 0 (and assigning 0 to pointers).
For better readability, don't compare pointers with 0 or assign 0
to them. Use NULL instead.
The change was done with coccinelle.

Use a common source for the string to integer conversion. Add
strtoimax and strtoumax.
Inspired-by: wide char versions.
