Bring in branch-8 bugfixes into GCC80.

Bugfixes as of April 15.
Huge thanks to gcc developers for keeping longterm branches and
backporting/testing all the bugfixes.

Update GCC80 to version 8.3

Import GCC-8 to a new vendor branch
