Mips/GlobalISel: Use more standard call lowering infrastructure
This also fixes some missing implicit uses on call instructions, adds missing G_ASSERT_SEXT/ZEXT annotations, and some missing outgoing sext/zexts. This also fixes not respecting tablegen requested type promotions.
This starts treating f64 passed in i32 GPRs as a type of custom assignment, which restores some previously XFAILed tests. This is due to getNumRegistersForCallingConv returns a static value, but in this case it is context dependent on other arguments.
Most of the ugliness is reproducing a hack CC_MipsO32 uses in SelectionDAG. CC_MipsO32 depends on a bunch of vectors populated from the original IR argument types in MipsCCState. The way this ends up working in GlobalISel is it only ends up inspecting the most recently added vector element. I'm pretty sure there are cleaner ways to do this, but this seemed easier than fixing up the current DAG handling. This is another case where it would be easier of the CCAssignFns were passed the original type instead of only the pre-legalized ones.
There's still a lot of junk here that shouldn't be necessary. This also likely breaks big endian handling, but it wasn't complete/tested anyway since the IRTranslator gives up on big endian targets.

Update the file headers across all of the LLVM projects in the monorepo to reflect the new license.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

Failure was discovered upon running projects/compiler-rt/test/builtins/Unit/divtc3_test.c in a stage2 compiler build.
When compiling projects/compiler-rt/lib/builtins/divtc3.c, a call to fmaxl within the divtc3 implementation had its return values read from registers $2 and $3 instead of $f0 and $f2. Include fmaxl in the list of long double emulation routines to have its return value correctly interpreted as f128.

By target hookifying getRegisterType, getNumRegisters, getVectorBreakdown, backends can request that LLVM to scalarize vector types for calls and returns.
The MIPS vector ABI requires that vector arguments and returns are passed in integer registers. With SelectionDAG's new hooks, the MIPS backend can now handle LLVM-IR with vector types in calls and returns. E.g. 'call @foo(<4 x i32> %4)'.
Previously these cases would be scalarized for the MIPS O32/N32/N64 ABI for calls and returns if vector types were not legal. If vector types were legal, a single 128bit vector argument would be assigned to a single 32 bit / 64 bit integer register.
By teaching the MIPS backend to inspect the original types, it can now implement the MIPS vector ABI which requires a particular method of scalarizing vectors.
Previously, the MIPS backend relied on clang to scalarize types such as "call @foo(<4 x float> %a) into "call @foo(i32 inreg %1, i32 inreg %2, i32 inreg %3, i32 inreg %4)".
This patch enables the MIPS backend to take either form for vector types.

r299766 contained a "conditional move or jump depends on uninitialized value" fault, identified by valgrind. This occurred as MipsFastISel::finishCall(..) used CCState over MipsCCState. The latter is required for the TableGen'd calling convention logic due to reliance on pre-analyzing type information to lower call results/returns of vectors correctly.
This change modifies the MipsCC AnalyzeCallResult to be useful with both the SelectionDAG and FastISel lowering logic.

This adds a safe interface to the machine independent InputArg struct for accessing the index of the original (IR-level) argument. When a non-native return type is lowered, we generate the hidden machine-level sret argument on-the-fly. Before this fix, we were representing this argument as OrigArgIndex == 0, which is an outright lie. In particular this crashed in the AArch64 backend where we actually try to access the type of the original argument.
Now we use a sentinel value for machine arguments that have no original argument index. AArch64, ARM, Mips, and PPC now check for this case before accessing the original argument.

Summary: ... and after all that refactoring, it's possible to distinguish softfloat floating point values from integers so this patch no longer breaks softfloat to do it.
Remove direct handling of i32's in the N32/N64 ABI by promoting them to i64. This more closely reflects the ABI documentation and also fixes problems with stack arguments on big-endian targets.
We now rely on signext/zeroext annotations (already generated by clang) and the Assert[SZ]ext nodes to avoid the introduction of unnecessary sign/zero extends.
It was not possible to convert three tests to use signext/zeroext. These tests are bswap.ll, ctlz-v.ll, ctlz-v.ll. It's not possible to put signext on a vector type so we just accept the sign extends here for now. These tests don't pass the vectors the same way clang does (clang puts multiple elements in the same argument, these map 1 element to 1 argument) so we don't need to worry too much about it.
With this patch, all known N32/N64 bugs should be fixed and we now pass the first 10,000 tests generated by ABITest.py.
