Update the file headers across all of the LLVM projects in the monorepo to reflect the new license.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

[AArch64] Add Tiny Code Model for AArch64
This adds the plumbing for the Tiny code model for the AArch64 backend. This, instead of loading addresses through the normal ADRP;ADD pair used in the Small model, uses a single ADR. The 21 bit range of an ADR means that the code and its statically defined symbols need to be within 1MB of each other.
This makes it mostly interesting for embedded applications where we want to fit as much as we can in as small a space as possible.

[MC] Plumb unique_ptr<MCELFObjectTargetWriter> through createELFObjectWriter to ELFObjectWriter's constructor.
Fixes the same ownership issue for ELF that r315245 did for MachO: ELFObjectWriter takes ownership of its MCELFObjectTargetWriter, so we want to pass this through to the constructor via a unique_ptr, rather than a raw ptr.

Update AArch64 ELF relocations to ABI 1.0
This mostly entails adding relocations, however there are a couple of changes to existing relocations:
1. R_AARCH64_NONE is defined to be zero rather than 256
R_AARCH64_NONE has been defined to be zero for a long time elsewhere e.g. binutils and glibc since the submission of the AArch64 port in 2012 so this is required for compatibility.
2. R_AARCH64_TLSDESC_ADR_PAGE renamed to R_AARCH64_TLSDESC_ADR_PAGE21
I don't think there is any way for relocation names to leak out of LLVM so this should not break anything.
Tested with check-all with no regressions.

AArch64/ARM64: move ARM64 into AArch64's place
This commit starts with a "git mv ARM64 AArch64" and continues out from there, renaming the C++ classes, intrinsics, and other target-local objects for consistency.
"ARM64" test directories are also moved, and tests that began their life in ARM64 use an arm64 triple, those from AArch64 use an aarch64 triple. Both should be equivalent though.
This finishes the AArch64 merge, and everyone should feel free to continue committing as normal now.
