One area of particular note is the change to the sanitizer
code. Previously, they had been casting the result of

an error if someone had already inserted a function declaraction with
a mismatching signature.

However, in general, LLVM allows for such mismatches, as
`getOrInsertFunction` will automatically insert a bitcast if
needed. As part of this cleanup, cause the sanitizer code to do the
same. (It will call its functions using the expected signature,
however they may have been declared.)

Finally, in a small number of locations, callers of
`getOrInsertFunction` actually were expecting/requiring that a brand
new function was being created. In such cases, I've switched them to
Function::Create instead.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

This change is part of step five in the series of changes to remove alignment argument from
memcpy/memmove/memset in favour of alignment attributes. In particular, this changes the
creation of memcpys in the SafeStack pass to set the alignment of the destination object to
its stack alignment while separately setting the source byval arguments alignment to its
alignment.

Steps:
Step 1) Remove alignment parameter and create alignment parameter attributes for
memcpy/memmove/memset. ( rL322965, rC322964, rL322963 )
Step 2) Expand the IRBuilder API to allow creation of memcpy/memmove with differing
source and dest alignments. ( rL323597 )
Step 3) Update Clang to use the new IRBuilder API. ( rC323617 )
Step 4) Update Polly to use the new IRBuilder API. ( rL323618 )
Step 5) Update LLVM passes that create memcpy/memmove calls to use the new IRBuilder API,
and those that use use MemIntrinsicInst::[get|set]Alignment() to use [get|set]DestAlignment()
and [get|set]SourceAlignment() instead. (rL323886, rL323891, rL324148, rL324273, rL324278,
rL324384, rL324395, rL324402, rL324626, rL324642, rL324653, rL324654, rL324773, rL324774,

Step 6) Remove the single-alignment IRBuilder API for memcpy/memmove, and the

* Passes handling a null TargetMachine call
`getAnalysisIfAvailable<TargetPassConfig>`.

* Passes not handling a null TargetMachine
`addRequired<TargetPassConfig>` and call
`getAnalysis<TargetPassConfig>`.

* MachineFunctionPasses now use MF.getTarget().

* Remove all the TargetMachine constructors.
* Remove INITIALIZE_TM_PASS.

This fixes a crash when running `llc -start-before prologepilog`.

PEI needs StackProtector, which gets constructed without a TargetMachine
by the pass manager. The StackProtector pass doesn't handle the case
where there is no TargetMachine, so it segfaults.

Related to PR30324.
