New ARP system, supports IPv4 over any hardware link.Some of the stuff (e.g., rarpd, bootpd, dhcpd etc., libsa) still willonly support Ethernet. Add "options M68020" so that 68851-specific code is only compiled whenwe want it (we don't support the 020 without an 851 anyway). Note thatM68030 no longer implies support for 020+851.This also allows us to compile with -m68030 iff M68020 isn't specifiedin the config file.
